Pretty often, I only have a single runtime application running, and I don't have the Debug view or perspective open. The "Terminate" button is disabled because I don't have the debug view and a runtime selected.
In this situation when only one runtime application is available, the button enablement should be contextual to the only running application.

I noticed that in some cases, it seems to work as expected, and in some other cases, it doesn't... Need to figure out what makes the difference.
