I am not sure whether this UI or SWT...so I started higher in the stack.
Problem only occurs on Windows.

Test case:
In Window>Preferences>Workbench>Keys>Key Sequence>Name, hit Ctrl-Space

The Name will always show as Ctrl-Space Ctrl-Space

This is not the only manifestation of the problem.
Content assist gets invoked twice for a single Ctrl-space as well.

darin: this was an swt problem, its fixed in the integration build i think.

Known bug.  Fixed quickly by Steve.  I believe he muttered something about 
0x32 being different than 32 and 032.  :)
