3.x (e.g. 3.8) had an General/Appearance preference to set the position of the editor tabs to top or bottom. 4.x version (e.g. 4.3 and 4.2) doesn't include that preference. It looks like it should be there, due to two lines of evidence:

* The General/Editors preference page includes a link to the General/Appearance, "for appearance preferences", though there is nothing on that page for editors specifically.

* Version 3.8 had the preference as part of "Presentation" preferences. If I try to filter the 4.3 preferences on "presentation", it gives me the General/Appearance page (which is where it was in 3.8), even though there is nothing there (in 4.3) that mentions "presentation".

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
