Symptom: Pagination is inconsistent between HTML in report viewer and PDF.

Reproduction steps:

1. Table with group. Hide detail rows of group.
2. Set table's page break interval to something less than the number of total groups.
3. Run report for viewing in Web Viewer and as PDF.

Expected results:
- pagination will ignored hidden rows and respect page break interval for the displayed group headers

Actual results:
- works as expected for PDF but no page break interval occurs for Report Viewer.
