Steps to Reproduce

1) Open the Welcome page of eclipse. Help >> Welcome
2) Click on tutorials
3) click on "Create a Hello World Application"
4) Note that welcome view is moved to the right of the your Java perspective
5) Maximise the welcome view 
6) Click on "Restore Welcome" hyperlink. Nothing happened. It should restore the welcome page.

The functionality was working fine in 3.6. Reproducible on Mac and Windows 7.

Just checked this and it is reproducible, note that the "Create a Hello World Application" when maximized doesn't change 'state' like the Welcome view itself is maximized but there is a 'Restore Welcome' that does nothing.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.

Still reproducible in 4.14.
