AbstractRepositorySettingsPage should provide an option (similar to other needs* options) to support repositories that do not take username or password.

Looks like the right place for tests is here: org.eclipse.mylyn.tasks.tests.RepositorySettingsPageTest

I made a mistake with 17966 which has now been reverted.  Pushed https://git.eclipse.org/r/17977 instead
