On Windows I press CTRL-/ (7 on a german keyboard) in order to comment the 
selected line(s) and CTRL-\ to uncomment. On Linux I have to press CTRL-Shift-/ 
which is actually right since Shift-7 is / but on Windows it is sufficient to 
press CTRL-7.

Note that you can always change this keybinding if you  don't like it. If you 
have a suggested keybinding for German it can be considered for inclusion as 
the German default.

Bug 35121 is a Norwegian keyboard, but same problem.

Please see 42035 for information about how shifted characters will be handled in
the new key binding architecture.  My current feeling is that all shifted
characters will be treated as their unshifted equivalents.  For example, it will
be viewed as "Ctrl+Shift+7" rather than "Ctrl+/".

If this is the case, then "Ctrl+/" will be changed for your locales (possibly to
"Ctrl+Shift+7").

It is not possible to convert a key stroke into its shifted value without shift
being held down.  This is a limitation of SWT.
