I create a feature diagram from the attached feature model. 
"Is.png" shows the arrangement af the layout algorithm. As you can see, the mandatory features are between the XOR-Group, which is not wanted. "tope.png" is how it should loow from my point of view.

Using EMF FM 0.8

I was able to reproduce the problem and confirm your estimated layout to be the one intended.
