Opening this as a subtask of Bug 412211. My goal here is create initial poms for the WTP project that is able to build all the components of WTP. Success here would be that 90% of the WTP bundles become buildable via CBI and then we can focus on the corner cases via separate bugs.

This first draft patchset will enable us to investigate closer on more specific items that are missing, incorrect or broken functionality.

Setting to resolved since I've submitted all the patches to the respective subprojects via bugs against 412211.
