Why do I have to sit waiting for Building Workspace/Updating dependencies to finish before, Saving Modifications can happen, before the Modal Waiting for User Operation will go away and allow me to make progress?

And when there are multiple saves queued, why does only one file get saved before another Build Worspace continues the lockout?

Repro clue.  I was working my way through the MDT/OCL sources adding 0.0.100 to MANIFEST.MF versions and doing a Save All between distinct Working Set partitions..
