Build I20030723

Although I can open the outline using the menu, pressing Ctrl-o does not do
anything. In the preferences the shortcut Ctrl-O (sic!) is assigned by default,
which makes me wonder if there is a difference between Ctrl-O, Ctrl-o and
Ctrl-Shift-O. The latter is still assigned to "organize imports" and works.

But it seems that letters are always referred to in capital spelling in short
cuts, so that might not be the problem
