Project->properties->java build path->source->add folder

should allow you to add an external folder.  When debugging jsps you need the
source for the servlet that is running.  Weblogic and other appservers generate
this source and this source is contained outside of the project.

In the 'Source Folder Selection' dialog press the 'Create new Folder..' and
'Advanced' to create a folder linked to an external location.

That is _not_ very intuitive.  

Why is there a button to create a new folder?  

If you keep that button then I would say a more intutive approach would be to
pull the advanced button with the link to folder in filesystem out of the "new
folder dialog" and put it beside the "create a new folder" button as a "add
external folder".  

But I would never create a new folder this way - except to add an external
source folder -, I'd use the navigator so I'd favor changing the name of the
button to "add external folder" which would then be the dialog with the advanced
part expanded.

Moving to platform to comment on this. We "mimiced" this from the platform and 
I think we whould stay consistent.

Yes, we could make the linked folder creation more direct/less hidden.
For 2.1 the linked resource support was deliberately tucked away to require 
extra steps to create linked resources. There are limitations and potential 
compatibility problems that may require disabling linked resources by a plugin 
or product.

Note that the platform file/folder dialog (which has a "New Folder" button) 
operates on the file system anyway and not on the workspace. It does not 
distinguish between workspace folder and external folder. Dirk, do you have a 
different platform UI dialog in mind?

Not sure if I like the two button/two dialogs solution. The linked folder 
creation is too nested anyway, especially in the build settings scenario. Bug 
31175 is related and notes that, despite the fact that the correct place to 
create an external folder can be found, the resulting dialog nesting level is 
too big. It suggests a solution but I'm not sure I like that solution either. 

Jim, for 3.0 do we want to expose the linked resource features more?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
