ReportViewer can show Ext-B and Tibetan, etc

Report Viewer can show Unicode Extension-B, Mongolian, Yi and Tibetan characters.
(Please see an attached image)
But when exporting to PDF, these characters are missing.

Steps:
1. Open attached rptdesign file(Flat_File_CSV.rptdesign) and load data source(Sales_CSV.csv)
2. Run>View Report>In Web Viewer, all characters are displayed as expected
3. In BIRT Report Viewer, export report to PDF
=> Ext-B and some characters are missing

 OS: Windows 8 Japanese
