N20130408-2230. Started to happen since N20130403-2000. Last I-build was OK.

The menu ordering is gone completely crazy: the main menus are at wrong positions and the menu items inside them are also at wrong positions.

Caused by wrong fix for bug 374568.

Reverted that change with http://git.eclipse.org/c/platform/eclipse.platform.ui.git/commit/?id=1e9a4af253a6c1c43a1177434e598564da91f73e
