This test failed on two of the builds this week (out of ~10).  I believe this is a problem with the test itself as we fixed a similar issue earlier this year with bug 390052.

The FilterTests already use the TestModelUpdatesListener (the fix from bug 390052). I have not seen this test fail locally or in a build for a while. I'll close this as worksforme and we can reopen if it fails again.

This is the same underlying problem with the test listener as bug 390052, so I am going to mark it as a dupe.
