As noted by Paul, the WorkbenchSourceOrovider doesn't provide a variable for the workbench [1].  This makes using the org.eclipse.ui.isActivityEnabled and org.eclipse.ui.isCategoryEnabled a bit difficult to use, requiring apps to instead provide their own variables for the workbench (e.g., [2]).

Should add a "display" too.  And HandlerUtil should be updated appropriately.

Move to next milestone as M2 is done. Brian, please remove target from bugs you don't plan to work on during M3.
