We need to ensure that Java EE 7 archives can be imported into WTP, can be exported to their appropriate formats, and can be imported/used as binaries.
This bug does not add any new functionality, it is just to make sure that the WTP support for importing/exporting/referencing Java EE 7 binaries is on par with all of the previous Java EE versions.
