It is a major annoyance that Eclipse does not have the feature when you right-click on a file tab in the editor to have the option to open in a file browser the containing folder of the file. This is especially true when you have a file opened, that is not a prat of any project, since you can not use the project explorer to get the file path.
This feature has been established as an industry standard in many IDEs - big and small. With its rich environment, it is dazzling that Eclipse lacks it.

Within eclipse, you can use "Show In (Package Explorer)" command (either through a keybinding or through CTRL+3) to show the folder that contains a file, or use the package explorer "link with editor" functionality.

For an file outside the workspace, I'm not sure what you want open ... the Open (external) File dialog on the external containing folder?

This feature would be more useful exactly for files that are outside of your workspace.
What it sould do is to open your browser e.g. "Windows Explorer", Nautilus or any other, in the directory where the file is.
There should be an option in the Window->Preferences->General->Editors or in another appropriate place, where you can specify which browser you want to use and how to call it. Eclipse should come with default browser settings for different operating systems.

This feature is now available with "Show In -> System Explorer" context menu
