The only explanation of the private notes section is in the tooltip that appears when you hover over the section header, but not over the word 'Private.' Some users do not understand what this section is for. It might be good to show some explanatory text in the notes area, in grey, when there are notes, e.g. "You can type private notes here. Private notes are never submitted to the repository."
