I download  indigo and juno version of eclipse after downloading i unzipped it and then try to launch it but it is not opening 

an error as occured. see the log file
c:\program files\eclipse\configuration\1350395011531.log

What was the filename you downloaded?   Please unzip it into an empty directory, i.e. don't unzip one eclipse over top of another.

The 13 error code means that reconciler failed.
Are you sure you had no previous version of eclipse installed in program files/eclipse?

No feedback in such a serious issue makes the report obsolete for me. 
Since this scenario of installation is a rather common one, I'd expect an external cause here.
