I have tried to download Eclipse but it comes up with an error message. Please, see the attachment for the exact message.

This works fine for me. It might be a bad "mirror"? Did you try more than one? 

I don't often use IE, so half guessing, but did you try to "Open/view" the file? Or save to disk? You should do the latter first, then try and unzip it.. 

I've also heard some of Microsoft's "built in" zip functions do not handle files as large (or with as large of file paths) as Eclipse or many of the EPP packages, so you might have to get some alternative tool by searching internet. (such as winzip, to give one example).
