1) Open Eclipse.
2) Move workbench to Right hand (non primary) monitor.
3) Maximize Workbench
4) Shutdown Eclipse
5) Restart Eclipse

Notice Workbench starts maximized on Left (primary) monitor.

For comparison you can try this.

1) Open Eclipse.
2) Move workbench to Right hand (non primary) monitor.
3) Make sure workbench is *NOT* maximized.
4) Shutdown Eclipse
5) Restart Eclipse

Notice that Workbench starts on correct monitor.
