EGLAR can not be searched by workingset
Env: winxp 32bit, eclipse3.7.2, ibm jre1.6

Reproducible: Always

Steps to Reproduce:
1.create basic egl project
2.open egl search, select working set and click new

results:
it can not display edt system libraries[eglar]
for jre system libraries, you can click java to find them

expected results:
add support for eglar

Deferring to .8.2 and changing to an enhancement for EGLAR support. (It is definitely a gray area between enhancement and defect here, but I don't believe we considered this feature for .8.1, so it technically isn't broken)

Setting the Target Milestone correctly for all bugs (set to Future in this case).
