We can take the M3 entry and clarify it:
1. tell that the default is not to have the global toolbar
2. list the two steps that are requires to get the old 3.7 look back

Your update says:

"Old toolbar behavior can be restored by toggling the Show Debug Toolbar option in the Debug view's menu."

This is not the complete story. We should also explain how to disable it from the global toolbar. Probably by moving the "Window > Customize Perspective... " section and rewording it.


BTW: A patch on-top of the existing N&N in the doc plug-in:
/org.eclipse.platform.doc.user/whatsNew/platform_whatsnew.html
would be easier to review.

I updated the patch to add a phrase related to the restore old behaviour section.  I like the emphasis on the customise perspective option in the second paragraph so I'd rather not combine with the restore old behaviour paragraph.

Since Dani is out, could you have a quick look at it Mike.

Looks fine, I think the focus was to highlight how to restore the old behavior, which the update(s) include.
