Improve team control over resource operations. Eclipse currently provides 
limited hooks (edit/save, move/delete) so that team providers can control or 
influence operations on resources in the workspace. However, there are some 
aspects and operations over which team providers have little or no influence, 
such as resource creation and copying. Eclipse should offer team providers 
better control over resource operations. [Platform Core, Platform Team]
