Support native skinning in SWT. SWT should provide common API so that custom 
controls can be skinned in operating environments that support skinning. [SWT]

We need to be able to draw the drag handles of a CoolBar, which is what was 
requested by bug 115859.

I'm working on Mac-specific versions of several of the Eclipse emulated/common controls.  From this, I'm hoping to have a better idea of what a theming API would need by comparing what changes I had to make to the original impl.
