The Customize Perspective dialog doesn't show new toolbar buttons unless the group was enabled first.

I originally had the problem when I wanted to add Git > Push to Upstream, but this can also be reproduced in the plain SDK:
- Customize Perspective > Tool Bar Visibility
- uncheck File
- OK
- Customize Perspective > Tool Bar Visibility
- check File > New (without checking File first)
- OK
=> Toolbar flashes but the "New" button is not shown

Fixed this issue in menubar also with bug 383569 comment #36.
