way down the page is a "PDE API" link that doesn't work. 

The feature was renamed at some point, to 

org.eclipse.pde.api.tools.ee.feature

but the download page still (tries) to use the old 

org.eclipse.pde.api.tools.ee.fragments

You can still download the "fragments" by manually fixing URL, but this bug is to remind me to fix the download page ... where ever that might be :)

I just fixed "by hand" the 3.8 M6 version on downloads server (and am not even going to look at earlier ones :) 

I think will be "fixed" automatically in future 
builds by changes made in bug 375899.
