Bug 370462 started to unify the Debug preference page to be use both by DSF and CDI.  We still need to get DSF to respect the Number format preference of that page, but we have a dependency on platform bug 372354

Note that with the removal of CDI (Bug 484900), this preference page was removed. It will presumably have to be resurrected or in some other way recreated.
