Task filters is used to restrict the number of markers shown in the task view. 
The user is generally aware of the markers that were excluded. However, newly 
introduced problem markers are typically still of interest but are also 
excluded by the filter.
We could prompt when a new error is generated that is not shown with the 
current task filter. Working sets would be one possible way to implement this. 
Prompt to create a working set based on the current filter setting and add the 
error resource.
This is spawned from bug 37032 and applies to any task filter, not just a 
working set based filter.

On second thought a prompt may be too distracting.
A graphical indicator as suggested in bug 37390 may be better suited.
