In the 4.2 stream builds, we don't need update.core anymore.  However, there are dependencies on that bundle in the pde.tools.versioning bundle which is used by the releng tests to compare the versions of bundles with the previous release and log any bundles and features that need their versions incremented.

We have other cases of bundles that are only used in tests but not included in our main feature (e.g., org.eclipse.test). Maybe we just move update.core to the appropriate test feature?

Good idea John.  I'll do that.  The test bundles are still in the repo, not sure if this is an issue.  They aren't mirrored to the repo until the end though.
