This works fine for me on Linux and Windows 7 using 3.8 M4 or 3.7.1. Maybe your input locale changed? Does it only happen in this dialog?
Nope, input locale is English. Yes, so far only found here.

Can you attach a screenshot? Please try with a build from here: http://download.eclipse.org/eclipse/downloads/drops/S-3.8M4-201112091447/index.php Also, please give more details about your machine and OS.

I had done some testing and found that the problem is with GNOME desktop, tried running on XFCE desktop and it all works fine. I think this bug can be invalidated.
