It looks that precondition for both testBranchSubmoduleChildren and testTagSubmoduleChildren is not met when re-running tests in "Failures First" mode.

The stacktrace is the same for both failures:

CVSTestSetup.setUp() method initializes the test repository and adds it to known repositories. After initializing is stores the repository location. As long as it has repository location set id doesn't validate if this repository is still stored in known repositories. The stack trace indicates that this repository was removed from known repositories, but those two tests assumed that this repository will always be there.
The question is do we want to assume that this repository once added should stay in known repositories and correct the test that removes it or should we force setup method to check always if the repository is still in known repositories and add it. If those are the only two tests that require repository to be in known repositories we can make the tests responsible for this check, but I suppose there are others.

That might be true, you could double check that by making any test fail and then rerun it in the "Failures First" mode.

This bug hasn't had any activity in quite some time. Maybe the problem got
resolved, was a duplicate of something else, or became less pressing for some
reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it.
The information can be, for example, that the problem still occurs, that you
still want the feature, that more information is needed, or that the bug is
(for whatever reason) no longer relevant.
