If I assign the CTRL+TAB keyboard shortcut to next editor and use it, I can't
continue cycling through the documents when holding CTRL down and hitting TAB.
This works fine using the default CTRL+F6 keyboard shortcut.

A similar problem occurs with CTRL+SHIFT+TAB assigned to the previous editor
shortcut.

Eclipse SDK 2.1.1-M20030515 on Windows98SE with jdk1.4.1_01

I can confirm this behaviour on my platform too.
And I vote for this bug (which is probably connected to #34397, #26777  and 
#35578).
