Performance improvement - in conjunction with Bug 355098 and its dependencies

The changesets produced shall not resolve the base versions of the change sets but only for the one selected by the user e.g. after pressing the OK button on a selection.
  this will prevent a lot for network interaction to resolve the base for each commit.
  
 I.e. The resolution for base elements will only take place when calling the interface requesting information for a single commit, 
 the ones requesting a list or iterator shall return shallow copies with no resolution of the bases.
   Upon selection of a changeset in the UI, the UI will call the getChangeSet method from the core to update and resolve a complete changeset with base resolution.
