Win98, 733 mhz, 256 ram

Start with a new workspace.
Import-->Plugins and fragments.  Select All.  Finish.
Window-->Preferences-->Workbench-->Keys.

The first time I did this, it took the window on the order of 5 seconds to 
actually draw.  There were big areas of white space.  When I do it subsequent 
times, it does not take as long to draw, but you can still see the big areas of 
white quite clearly.

Note that the flash occurs when moving to the key bindings preference page from 
another preference page which is not sized as big as the key bindings 
preference page.
