Since updating to 2.1 RC2, committing to cvs is much slower.  During the commit
the cvs decorators for the file and part folders is also flashing.

I'm convienced it relates to the refresh of the decorators in package explorer,
but I have not verified this.

Files that would take 1-2 seconds to commit in M5 now take 6+ seconds in RC2.

Several performance improvements have been added in RC3. They releate to
decorators and other random CVS things that needed fixing.
We ran performance tests between RC3 and RC2 and found 20-50% improvements in
certain scenarios.
