On the Install/Update preference page,
'Section Title Color' should use only sentence capitalization
'S' is already taken as menemonic

Also other labels on the page should be changed to sentence capitalization
(Only buttons use headline style capitalization)

Fixed capitalization in the message file. Also fixed mnemonic duplication.
