The focus in F1 infopop is initially on the description, in order to be 
accessible by JAWS.  Ideally focus should be on the first link and there should 
be no tab stop on the description as it is not a clikable control.

Curenlty infopop is implemented in SWT.  It is possible that infopop will be 
implemented in HTML, and bug would go away then without a fix.
