RC1

1. Start with a new workspace.  Customize Perspective.  Notice that Launch is 
not checked off.
2. Open Java Perspective.
3. Create a *.java file.  
4. Go to Resource Perspective.  Notice that the launch actions are visible on 
the coolbar since the *.java editor is active.  Customize Perspective.  Notice 
that Launch is checked off.  OK.
5. Customize Perspective.  Turn off Launch.
6. Go to Java Perspective.  Close *.java file, re-open it.
7. Go to Resource Perspective.  Notice that the launch actions are not visible.
Based on Step 4, I would expect them to be visible.

I'm not sure what all is going on here, but sometimes the launch actions are 
there and sometimes they are not.

Yes, we did change this recently - we added a part association. The actions 
appear when a java editor is opened. Otherwise, you cannot launch while in the 
resource perspective while editing java code. This was due to a bug 
report/feature request.

We don't have very good feedback in the customization dialog of action sets 
that appear due to actionSetPartAssociations.  There are actually 3 possible 
states for an action set: always off, always on, on due to part association.
An action set appears checked for the last two.  If you uncheck it, it changes 
to always off.

The feedback would be better if we could gray the check boxes:
- white and unchecked: always off
- white and checked: always on
- gray and checked: on due to part association
- gray and unchecked: <invalid>

Some labeling for the states would also help.
