1. Start Eclipse on a new workspace.
2. Close the 'Welcome' view.
3. Check the 'Run' menu. The step menu items are not there.
4. Ctrl+3 > Open the 'Debug' view.
5. Check the 'Run' menu. The step menu items are there now.
6. Hide the 'Debug' view.
7. Check the 'Run' menu. The step menu items are still there?

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
