Build I20030221

Most of the cool bar drop down actions have no drop down any more. I assume this
to be Platform UI since several plug-ins are affected.

I set the severity set to 'blocker' because I can no longer access my existing
ANT tasks (external tools).

note that it works in some places:
 - New
 - go to last / previous

broken are:
 - run
 - debug
 - external tools
 - new type

May be due to recent changes in Action.

Note that submenu creation is not occurring in the Run menu either.
For example, there is no menu for the External Tools entry.

I've found the source of the problem. Will have a fix for it before lunch time.

Plugin action contributions representing pull down menus are now created with 
the proper style bit, instead of just defaulting into a push button style.
