ActivityConstraints delta validator takes into account features that will be 
enabled by a session delta, as well as features that will be disabled. However, 
it does not take into account that e-fixes for the disabled features must also 
be disabled. This create a false validation error that prevents delta from 
being applied.

Fixed in both 2.0.3 and 2.1 streams.
