build I20030211

- import org.eclipse.ui.externaltools as binary project
- import the attached plugin.xml, overwriting the one in 
org.eclipse.ui.externaltools
- select the plugin.xml and compare with local history
- it shows the whole file as different when there is really only a change to a 
single toolbarPath attribute in one of the contributed actions

Looks like it's getting thrown off by different line delimeters.

We didn't have time to address this in 3.3.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
