1. I had a project version loaded.  it had changes, but not to the .project.  
It has a linked resource (not sure if relevant).

2. I did Replace With->Branch or Version and picked a branch.

I got an error writing the .project.

Just noticed, this is an old project that has a .vcm_meta but no .project 
(just grabbed a random one from test repo for testing).

Not a typical case for 2.1 but we should investigate.  I recall we had this 
bug before but forget the resolution.
