	1. Start an application with -dev bin and user define arguments
	2. in the application, look at the arguments: -dev bin is still in there

Fixed.  -dev parameter is no longer passed through.  This is the only boot 
argument that was being passed through.  As far as I can see, there are no 
downstream users that care about that parameter.  However, it is still possible 
to obtain the original command line by BootLoader#getCommandLineArgs.
