Got to the keybinding preference page and change the accelerator to CTROL+B.
It opens the cycle editor dialog but it does not work as CTRL+F6 (like 
ALT+TAB).

This fix only worked with Ctrl+b and Ctrl+Shift+b.  Try using Ctrl+Tab and
Ctrl+Shift+Tab (standard Win MDI cycle) and you'll see the behavior is the same
as before the fix.

Out of curiosity I tried Ctrl+Space and Ctrl+Shift+Space.  Ctrl+Shift+Space
works perfectly, Ctrl+Space works only once or twice in the same sequence.

This was checked on RC2, I20030318, and N20030312 for Windows.
