1. Select a project. Alt+Enter to bring up its properties.
2. Resource > Resource Filters
3. 'A' is used as a mnemonic for both 'Add...' and 'Apply'.

As Apply and Restore Defaults are used all over the place with A and D mnemonics, those should not be changed. However, Add... only contains A and D, already used as mnemonics, so my suggestion would be to change the "Add..." label to "Add filter..." with F as a mnemonic.
