Should not load lower lever test.properties in the build.xml under trunk directory, this will result in core.test and jpa.wdf.test compile failed if there is junit.jar under $ANT_HOME/lib dir (even though the junit.jar already added in the compile classpath).
On the other hand, if some test need to load test.properties, this properties file can be loaded in the build.xml under this test src dir.
