*.cbl files can be opened and an Outline view can also be used to navigate the file.  However, if a cobol file with no extension is opened with the cobol editor then the outline view does not work.

Reproducible: Always

Steps to Reproduce:
1. open a cobol file in the cobol editor
2. open the outline view
3. confirm the outline is empty
